Lincoln County Man Arrested on Statutory Sodomy, Child Molestation Charges

LINCOLN COUNTY, Mo. — A Lincoln County man is in custody facing multiple felony sex offense charges after a child disclosed years of alleged sexual abuse to investigators.


Jeffrey Joseph Cicotte was taken into custody February 19, 2026, following an investigation by the Lincoln County Sheriff’s Office Criminal Investigations Division.

  • Statutory Sodomy – 2nd Degree (566.064)

  • Child Molestation – 1st Degree (566.067)

  • Child Molestation – 2nd Degree (566.068)


No bond authorized. Cicotte remains in custody. No court date has been listed at this time.

The investigation began after a forensic interview was conducted at the Child Advocacy Center of Northeast Missouri on February 17, 2026.


According to court records, the alleged victim reported sexual abuse beginning when she was approximately ten years old and continuing for several years.


Investigators allege the incidents occurred at a residence in Lincoln County and involved repeated sexual contact, including allegations of contact under clothing and incidents that began during swimming pool activity at the residence before progressing to more serious conduct.


Court documents state the victim reported telling Cicotte to stop during certain encounters. She alleged he would respond by claiming he was “just joking” or that the contact was accidental.


Records further indicate the child reported being threatened if she disclosed the abuse and stated she was fearful of him.


When questioned by investigators, Cicotte denied intentional sexual contact and described certain physical interactions as roughhousing, according to court documents.


An arrest warrant was issued February 19, 2026, and signed by Associate Circuit Judge Rebecca A. Richardson of the 45th Judicial Circuit.

A charge is merely an accusation. All defendants are presumed innocent until proven guilty in a court of law.
