TROY, Mo. — The child heard screaming downstairs and went to help. In the basement, a victim was trying to recover a cellphone from Deovione Moses after being pinned against a wall and silenced with a hand over their mouth.

The confrontation reached the stairs, where Moses is accused of grabbing the child’s wrist and kicking the child in the chest.

CHARGES

  • Fourth-degree domestic assault — Class A misdemeanor

  • Fourth-degree assault — Class A misdemeanor

  • Second-degree endangering the welfare of a child — Class A misdemeanor

Moses had entered the residence with permission on Oct. 24. The dispute began in a basement bedroom when he asked for the victim’s cellphone.

They refused, saying he had already been disrespectful toward them. Moses then pulled a blanket from the bed, grabbed the phone and headed for the door.

The victim tried to follow, but Moses is accused of pinning them against the wall before they could leave the room. When they screamed to get the attention of people upstairs, he covered their mouth.

The screams brought the child downstairs.

Both victims described trying to recover the phone while Moses refused to return it. The confrontation moved out of the bedroom and across the basement.

Near the stairs, the child reached for the phone. Moses grabbed the child’s wrist, and the child broke free. The child reported that Moses then kicked them directly in the chest before leaving.

The other victim said they eventually persuaded Moses to go outside, but that he acted as though he would strike them as he left.

Troy police responded at approximately 10:18 p.m. Moses was subsequently arrested at his residence.

A judge set bond at $1,000 cash only and prohibited contact with the victims or witnesses. Moses posted that bond Oct. 25.

His next appearance is scheduled for Dec. 15 at 9 a.m. before Judge Michael R. Jacobs in Associate Division III at the Lincoln County Justice Center. The case is filed under No. 26L6-CR00696.
