Judge Orders Moscow Mills Sex Offender to Stay “Fully Clothed” After Drive-Thru Exposure Reports
WASHINGTON, Mo. — Among the conditions a judge imposed on Craig Travis Moore is a direct instruction: “Defendant shall remain at all times fully clothed when in public.”
The order follows accusations that the 59-year-old Moscow Mills resident twice visited a Washington drive-thru and exposed himself to employees while paying for his order.
Washington police identified Moore as a convicted, registered sex offender already under supervision for sexual misconduct. He now faces a new charge in Franklin County after an employee’s license plate photograph helped investigators identify him.

CHARGES
First-degree sexual misconduct — second or subsequent offense — Class A misdemeanor
Employees reported the first encounter October 6. The customer ordered an item at the drive-thru, then presented payment while nude from the waist down, fully exposing himself.
Six days later, they reported another encounter with the same customer.
Both incidents were brought to management. After the second visit, an employee photographed the customer’s license plate. The business owner contacted police October 12, and that photograph became a key part of the investigation.
The plate was registered to Moore. Employees confirmed that his driver’s license photograph matched the customer who had exposed himself.
Investigators then checked Washington’s automatic license plate readers. The cameras had recorded his vehicle in the city on both October 6 and October 12, minutes before the reported encounters.
On October 13, another camera recorded the vehicle traveling west on Highway 100. An officer located the 2006 Chevrolet pickup near Highway 100 and Highway 47, conducted a traffic stop and arrested Moore.
Police also contacted his parole officer. Moore was already being supervised by the Missouri Division of Probation and Parole for sexual misconduct, and the officer issued a no-bond parole violation.
A judge authorized a warrant in the new case October 14 and set the separate $30,000 cash-only bond.
The requirement to remain fully clothed appears among the special conditions governing any release. The same provision directs Moore to continue complying with reporting requirements resulting from prior convictions.
He is also prohibited from contacting the victims, including through other people, or entering or lingering near their homes or workplaces—even if invited.
Other conditions prohibit possessing or consuming alcohol and visiting establishments where alcohol is the primary item sold or served. A 10 p.m. to 6 a.m. curfew allows exceptions for employment and medical or drug treatment.
Moore’s next listed court appearance is a video/bond hearing at 1 p.m. Thursday, October 22, before Judge Matthew William Houston in Franklin County. The case is No. 26AB-CR01924.
Washington police did not identify the business. The department said no further information would be released about the incident.
