Man Accused of Threatening Woman With Protection Order, Sending Revolver Video
TROY, Mo. — A threatening text message and a video showing a revolver led Troy police across county lines Monday night, ending with the arrest of a man who was already under a full order of protection involving the woman he is accused of threatening.
Thomas Eugene Downey, of St. Charles, now faces a felony stalking charge and a misdemeanor charge of violating an adult order of protection.

Troy Police were called at approximately 10:06 p.m. Sept. 15 after a woman reported receiving threatening communications from Downey.
She told officers Downey had threatened to kill her through a text message. Police were given screenshots of the messages along with a video Downey allegedly sent to the woman.
In that video, police say Downey was holding a revolver to his head while telling the woman he was “coming for you.”
The contact was not occurring in isolation. A full order of protection was already in effect between Downey and the woman, with her listed as the protected party. The probable cause statement also notes a separate pending domestic violence case involving Downey and the same woman.
With Downey no longer at his residence and his whereabouts unknown, officers began trying to locate him.
Citing the circumstances surrounding the reported threats and firearm, Troy Police requested a GPS location for Downey’s cellphone. The resulting location placed the phone within 223 meters of his St. Charles residence.
That information was relayed to St. Charles City Police, who located Downey’s vehicle and conducted a traffic stop in the driveway of the residence. Downey was taken into custody there.
A Troy officer then responded to St. Charles to take custody of Downey. During that process, police reported seeing a firearm in plain sight inside his vehicle. The weapon was seized and submitted as evidence.
Downey was transported back to Lincoln County and booked into the Lincoln County Jail.
When police sought an arrest warrant, they pointed not only to the reported threat but to the circumstances surrounding it: the active protection order, the alleged text messages, the video involving the revolver and the firearm recovered after Downey was located.
Police wrote that Downey posed a significant danger to the woman and the community, noting that he allegedly threatened to harm her while an active full order of protection prohibited contact.
Associate Circuit Judge Michael R. Jacobs issued the warrant Sept. 16 and ordered Downey held without bond pending trial. The warrant states the court found clear and convincing evidence that no combination of monetary and non-monetary conditions would adequately secure the safety of the community or another person.
The case is filed in Lincoln County Circuit Court as 26L6-CR00606.
