
Five for the Week: What to Know Across Lincoln County | July 13–19

LINCOLN COUNTY, Mo. — Fair week, plans for major improvements along Route 47 and several local government meetings are among the events and decisions Lincoln County residents may want to follow during the week of July 13–19.
From livestock shows, carnival rides and grandstand events at the Lincoln County Fair to discussions involving roads, public safety, city infrastructure and future development, several events and meetings could affect communities throughout the county.
Here are five things to know as the week begins.
The 2026 Lincoln County Fair takes center stage this week, with the main fair schedule running Tuesday, July 14, through Saturday, July 18, at the Lincoln County Fairgrounds in Troy.
Kids Night begins the week Tuesday, with children younger than 12 admitted free when accompanied by a paid adult. Opening ceremonies and the presentation of colors are scheduled for 4 p.m., followed by the opening of the exhibit hall from 5 to 10 p.m.
Livestock shows, 4-H and FFA exhibits, carnival rides, youth activities and live entertainment will continue throughout the week. Grandstand events include pulling events, monster trucks and the demolition derby before the fair concludes Saturday evening.
The week follows Sunday’s Sweet Summertime Lincoln County Fair Parade, which brought more than an hour of first responders, local businesses, public officials, political candidates, youth organizations, horses, tractors and decorated floats through Troy.

Residents will also have an opportunity Monday to learn more about planned improvements along Missouri Route 47 between Hawk Point and Troy.
The Missouri Department of Transportation will host a public informational meeting from 4 to 6 p.m. Monday, July 13, at the Hawk Point Lions Club, located at 180 W. Lincoln Street in Hawk Point.
The project covers Route 47 from Routes A and D in Hawk Point to an area just west of Routes H and J in Troy. Residents will have an opportunity to review anticipated construction phases, traffic-control plans and proposed detour routes associated with the widening and safety improvement project.
The meeting will follow an open-house format with no formal presentation. Residents may arrive at any time between 4 and 6 p.m. to review project information and speak with representatives.
The Lincoln County Commission is scheduled to meet twice this week at the Lincoln County Commission Office, located at 201 Main Street in Troy.
Tuesday’s meeting begins at 9 a.m. and includes reports involving the Lincoln County Highway Department, the Missouri Department of Transportation and county project management.
The commission is also scheduled to consider a resolution involving the updated Lincoln County Hazard Mitigation Plan and open bids for a new or used 130-horsepower agricultural tractor.
A closed session involving legal and contractual matters is scheduled later Tuesday afternoon.
The commission will meet again Thursday beginning at 9 a.m. Thursday’s tentative agenda includes office reports, new and unfinished business and ministerial activities and appointments.

The Elsberry Board of Aldermen will meet at 6:30 p.m. Tuesday, July 14, at Elsberry City Hall.
Several items involving city administration, public safety, infrastructure and ongoing projects are included on the tentative agenda.
The board is scheduled to consider the appointment of a police chief through September 2028 and the promotion of a Police Department sergeant to captain. Proposed purchases include Toughbook computers for the Police Department and replacement tires for a Dodge Charger.
Additional items include updates involving the Boonslick Regional Planning Commission, USDA Rural Development and Cochran Engineering, along with proposed payments and change orders involving ongoing city projects.
The board is also scheduled to consider ordinances involving the city’s Parks Committee and liquor licenses, along with a resolution adopting the updated Lincoln County Hazard Mitigation Plan.
The agenda includes opportunities for public comment and a possible closed session involving legal, personnel and protected-record matters.

The Moscow Mills Board of Aldermen will meet at 6:30 p.m. Monday, July 13, at the Moscow Mills Lions Club, located at 30 Freise Industrial Drive.
The meeting includes several items involving development, infrastructure, city operations and proposed changes to the city’s nuisance regulations.
Public hearings are scheduled regarding a proposed special-use permit for a short-term rental near Highway 61 and an annexation request involving property in northern Lincoln County. The board is also scheduled to hold nuisance hearings involving several properties.
Among the new business items is a proposed ordinance addressing the harboring of free-roaming cats and the management of cat colonies within Moscow Mills.
The board is also scheduled to discuss Phase 1 and Phase 2 street improvement plans, water tower upgrades, repairs to the West Port Au Prince lift station and the possible repair, sale and replacement of the city’s 2019 Freightliner tank truck.
Additional agenda items include a record plat for Phase 2 of The Boulders at Moscow Mills, adoption of the updated Lincoln County Hazard Mitigation Plan, city-owned properties on Front and Jefferson streets, the appointment of a Division II judge and consideration of an annual contract with the city attorney.
The board is also expected to set dates for a public hearing involving personal and real estate tax rates and a second-quarter budget review.
