Silex Meeting Unravels After Gas Station Receipts Revealed, Ending in Alderman Resignation

SILEX, Mo. — A Silex Board of Aldermen meeting Monday night unraveled after a sudden revelation involving gas station receipts left board members visibly stunned, setting off a chain of events that ended with an alderman resigning and walking out amid a heated and contentious meeting.


The meeting, held Monday, February 9, 2026, included Mayor Lynne Luckett and Aldermen David Rice Jr., PJ Spanier, Steve McDonald, and Billy Holcomb. While several administrative items were on the agenda, tensions escalated rapidly as questions about spending oversight and city governance surfaced.


The most striking moment came when gas station receipts tied to city spending were raised during the meeting. Alderman Billy Holcomb stated that bills were being approved and paid without proper auditing, warning that the lack of oversight posed serious accountability concerns. Holcomb told the board he had personally gone to the gas station and reviewed surveillance footage connected to the receipts in question.


In an attempt to clarify the issue in real time, Alderman Rice placed a phone call during the meeting to Bob, who confirmed the receipts being discussed were not his. The confirmation appeared to leave several board members caught off guard, shifting the tone of the meeting and intensifying the discussion over financial controls.


As debate continued, Alderman Steve McDonald objected specifically to the idea of Lee Elliott returning as city attorney, citing concerns about prior actions and the need to ensure future decisions comply with established policies and procedures. McDonald emphasized that his objection was not to having a city attorney, but to that particular appointment.

The meeting grew increasingly contentious when a member of the public repeatedly attempted to ask questions and was shut down multiple times. At one point, Mayor Luckett stated, “He needs to be removed,” requesting the individual be removed from the meeting. A sheriff’s deputy present declined to remove him. When asked to stop speaking, the individual stated, “What’s the point? Nothing changes,” and claimed “90% of this meeting isn’t in compliance and is illegal.” He ultimately complied and remained silent.


Shortly afterward, Alderman Billy Holcomb resigned from the board and walked out of the meeting, following heated exchanges tied to the gas station receipts, auditing concerns, and the overall direction of the city.


The board also addressed several ongoing administrative issues, including the absence of a city attorney and the need to hire a city clerk. It was stated that the former city clerk has refused to provide access to city computer systems and city email accounts while still retaining access. Board members discussed the need to regain control of city records.


During that discussion, Alderman Rice proposed listing the city clerk position as a full-time role at $20 per hour for 40 hours per week, amending an earlier suggestion for a part-time position.


Water billing issues were also discussed, with officials stating that no water bills have been sent out due to problems obtaining accurate meter readings. The meter company is scheduled to return on February 11 to re-read meters, and a special meeting is scheduled for February 19 to further review the issue.


Despite the tense atmosphere, the board voted 3–1 to approve the replacement of two sewer pumps.


The meeting concluded with multiple unresolved issues, including financial oversight, gas station purchases, water billing accuracy, access to city records, and administrative staffing — many of which are expected to return for discussion at the February 19 special meeting.
