
Warrant Issued for Troy Man After Alleged $999 Tool Theft in Old Monroe

OLD MONROE, Mo. — A Troy man is facing felony and misdemeanor stealing charges after investigators say surveillance video and his own statements linked him to nearly $1,000 worth of stolen tools from Lincoln County businesses.
Authorities have issued a warrant for David Wayne Frost, 5’9”, 250 lbs., with brown hair and brown eyes. He is not currently in custody. No court date has been scheduled.

Bond has been set at $20,000 cash-only. Court filings indicate a no-contact order with the victim has been imposed as a condition of release. Frost is not currently in custody. No court date has been scheduled at this time.
Investigators say the case began January 29, 2026, after a business in Old Monroe reported a theft that had occurred the day before.
Surveillance footage allegedly shows a white male entering the store wearing a light-colored camouflage shirt. According to investigators, the suspect selected multiple Milwaukee-brand tools, placed items inside a storage tote, and exited the business without paying.

In a separate incident, investigators say two Milwaukee M18 fuel impact drivers, each valued at approximately $499.99, were taken without payment. The total value in that case was listed at $999.98.
Authorities say the suspect left in a burgundy Pontiac in one incident and a black GMC step-side pickup truck in another.
During the investigation, a subject identified as “Opie” was reportedly found advertising Milwaukee tools for sale on Facebook Marketplace. Through comparison of profile photographs and surveillance footage, Frost was identified as the suspect.
According to investigators, Frost later admitted during questioning that he was the individual seen on camera removing merchandise without paying. He allegedly stated that stealing merchandise is how he “pays his way” for a place to live.
A warrant was issued February 23, 2026, in Lincoln County Circuit Court. Frost remains out of custody as of publication. No court date has been listed.
A charge is merely an accusation. All defendants are presumed innocent until proven guilty in a court of law.
