Man Found Inside Parked Vehicle Faces Burglary Charge, $10K Cash Bond Set

LINCOLN COUNTY, Mo. — What started as a vehicle alarm in the early morning hours ended with a Louisiana, Missouri man facing a felony burglary charge after deputies say he was found walking away from the scene.


Investigators allege the suspect was inside a parked vehicle at a Lincoln County residence and returned to the area shortly after first leaving.

  • Burglary – 2nd Degree (Class D Felony)


Bond is set at $10,000 cash only.

Court records indicate GPS monitoring with real-time tracking is required prior to release.

No court date has been listed at this time. Powell remains in custody.

According to the allegations, a homeowner was asleep when a vehicle alarm sounded outside his residence during the early morning hours of February 19. When he went outside to investigate, he observed a male subject sitting inside his vehicle.


The homeowner yelled for the individual to get out. The man exited the vehicle and left the immediate area.


Approximately 10 to 15 minutes later, the same individual allegedly returned to the property. The homeowner again went outside and shouted for him to leave. The suspect then walked away eastbound from the residence.


When deputies arrived in the area, they made contact with a male matching the description walking eastbound and identified him as Julian Vance Powell based on prior encounters.


Surveillance footage reviewed during the investigation allegedly shows the suspect approaching the vehicle, attempting to open the driver’s side door, and then entering through the passenger side before sitting inside.


The homeowner reported there were no valuables inside the vehicle and nothing was taken.


Court records indicate Powell is currently on Probation and Parole for prior property damage and controlled substance-related offenses.


A warrant was issued February 19 charging Powell with Burglary in the 2nd Degree.

A charge is merely an accusation. All defendants are presumed innocent until proven guilty in a court of law.
