Lawsuit Filed Against Lincoln County Following Alleged Courthouse Injury

Troy, Mo. — A Lincoln County woman is suing Lincoln County after alleging she suffered serious injuries during a fall while leaving the Lincoln County Courthouse.


The lawsuit stems from an incident on March 18, 2025, when the woman visited the courthouse to apply for the Senior Real Estate Property Tax Relief Program.


After finishing her business inside the building, she exited through the main entrance and allegedly fell on the top exterior step.

The lawsuit claims the entrance step was slippery and lacked safety features such as handrails, guardrails, warning signs, slip guards, or other protections.

The woman alleges she fell onto the concrete porch, landing on her right side.


What followed, she claims, was more than a year of medical treatment.


The lawsuit alleges the fall resulted in a dislocated shoulder, a rotator cuff tear, injuries to her lower back, hips, and right thigh, along with ongoing pain and physical limitations.


The woman states she has undergone physical therapy, chiropractic treatment, imaging studies, specialist evaluations, injections, and other medical care since the incident. The lawsuit further alleges she continues to experience pain and limitations and may require additional treatment in the future.


Mary Luebbers filed the lawsuit June 2 in Lincoln County Circuit Court, seeking compensation for medical expenses, future medical costs, pain and suffering, and other damages. A jury trial has been requested.


The lawsuit also claims Lincoln County was notified of the incident and that efforts were made to preserve surveillance video and other evidence related to the fall.
