Troy Landlord Charged After Breaking In, Assaulting Victim, and Kidnapping Him in Vehicle Trunk

Troy, Mo. — A Troy landlord is in custody after a violent incident Wednesday, February 4, that police say began inside a residence and ended with a man being forced into the trunk of a vehicle.

Osmar Morales-Licardie

Charges

  • Burglary — 1st Degree

  • Assault — 3rd Degree

  • Kidnapping — 3rd Degree

Morales-Licardie is currently being held in the Lincoln County Jail. Bond has been set at $20,000 with no contact ordered with the victim. No court date was listed at the time of publication.

Police were called to the Troy area Wednesday evening after a report that a man had been assaulted and kidnapped.

When officers arrived, they found an adult male victim suffering from visible injuries, including facial swelling and bleeding. The victim said the incident began inside a residence, where Morales-Licardie confronted him and suddenly attacked, knocking him to the ground and repeatedly striking him.

As the assault continued, the victim tried to call 911 for help. That attempt was cut short when Morales-Licardie took the phone, preventing the call from going through. The victim was then dragged through the residence, forced out the front door, and down a wooden deck toward the driveway.

The attack did not stop there.

Police say the victim was physically forced into the trunk of a vehicle. Once inside, the trunk lid was shut, trapping him as the vehicle drove through Troy streets. After a short distance, the vehicle stopped and the victim was released.

The victim later received medical evaluation for injuries consistent with a violent physical assault.

Officers later made contact with Morales-Licardie at a Troy residence. He denied being involved in the incident. However, when officers were allowed to look inside the vehicle’s trunk, they reported finding items connected to the victim, along with what appeared to be fresh blood.

Police also observed a broken window and a residence in disarray, consistent with a struggle inside the home.

Morales-Licardie was taken into custody without incident.

All individuals are presumed innocent unless and until proven guilty in a court of law.
