
Standing-Room-Only Crowd, Multiple Removals And Heated Moments Highlight Winfield Board Meeting

Winfield, Mo. — A standing-room-only crowd filled Winfield City Hall Thursday night as tensions repeatedly boiled over during the May 14 Board of Aldermen meeting, leading to multiple residents being removed, repeated interruptions from the crowd, and a closed session centered around a longtime city employee.
Officials provided several city updates throughout the evening, including development discussions involving Kevlar Coffee and Vanilla Bean.
During the Planning & Zoning report, officials stated Kevlar Coffee is still working through concerns involving the property but remains interested in moving forward in Winfield.
Officials also announced Vanilla Bean plans to move into the shopping center between Subway and Don Julio’s. The business opening is expected to be delayed after a vehicle recently crashed through the front of the building, requiring repairs. Officials stated the location will not operate as a drive-thru.
Throughout the meeting, residents repeatedly voiced frustration over ongoing audio and microphone issues inside the meeting room.
Several attendees asked board members and city officials to speak louder during discussions, with one resident reminding officials the meeting was public and attendees should be able to hear discussions taking place.
Lincoln CountyWatch also asked city officials prior to the meeting whether microphones could be moved closer to speakers due to ongoing audio concerns during previous meetings. Portions of Thursday’s meeting remained difficult to hear both inside the room and for viewers watching remotely.
City Clerk Tracy Kennison provided several city updates during the evening, including discussions involving phone system upgrades and camera system concerns.
Police Chief Brian Wideman also provided department updates, including upcoming firearms, taser, and breathalyzer training.
One of the more contentious discussions of the night involved revisions to city conduct standards and policies.
As discussions continued, the crowd became increasingly vocal at times, with multiple warnings issued to attendees regarding interruptions and speaking during the meeting.
Mayor Nicole Hanson eventually requested individuals be removed following continued disruptions.
Chief Wideman ultimately escorted three individuals from the meeting over the course of the evening. The removals occurred without any physical altercations after repeated warnings were issued.
Public comment was also impacted during the meeting. One resident had signed up to speak but was removed before being allowed to address the board.
Additional discussions included a long-running drainage concern involving a ditch on Old Troy Road.
Officials stated engineers had reviewed the area and believed the current setup moved water more effectively than installing additional piping. Debate continued regarding long-term maintenance responsibilities between the city and nearby homeowners.
The board also discussed approximately $174,780 in asphalt street repair bids, revisions to city ordinance 90.60 involving nuisance and weed regulations, and updates involving contracted animal control services.
Toward the end of the meeting, the board entered closed session pursuant to Missouri Sunshine Law statutes involving personnel and legal matters.
Before closed session began, Ward 1 Alderman Faith “Punky” Burgess publicly asked whether she was required to attend the closed portion of the meeting.
Burgess then removed herself from the closed session due to her relationship with longtime city employee, who attendees stated was the subject of the personnel discussions.
The room remained packed throughout the evening as many attendees stayed awaiting the outcome of the closed session discussions.
The City of Winfield also announced it is accepting letters of intent from qualified Ward 2 residents interested in filling the recently vacant alderman seat following the passing of Alderman Sandy Reiss. Officials stated the appointed term would expire in April 2027.
