GPS Monitoring Ordered After Violent Domestic Incident Erupts At Troy Home

Troy, Mo. — A domestic disturbance inside a Troy home allegedly escalated into violence Sunday night after a victim was slapped, spit on, shoved toward a burning fire pit, and another individual was allegedly assaulted while trying to intervene as children remained inside the residence.
Thomas Eugene Downey Jr., of Troy, Missouri.

• Domestic Assault — 3rd Degree
• Assault — 3rd Degree
• Endangering The Welfare Of A Child — 2nd Degree
• Domestic Assault — 4th Degree — 1st Or 2nd Offense
The victim said the argument began inside the kitchen, where Downey allegedly spit in her face and slapped her during the confrontation.
After Downey went outside, the victim went into a bedroom with two children and contacted another individual to help get them safely out of the home for the night.
While inside the bedroom, Downey allegedly forced the door open, entered the room yelling, and continued the confrontation in front of the children.
The situation later moved outside near a patio and fire pit after another individual arrived at the residence to assist the victim and children.
Downey was allegedly holding one of the children when the second individual arrived. After handing the child over, the confrontation escalated again moments later.
The victim said Downey aggressively approached her, causing her to fear another assault was about to occur. During the altercation, Downey allegedly shoved the victim toward a burning fire pit before another individual intervened and caught her before she could fall into the fire.
That same individual was then allegedly struck in the side of the head while attempting to protect the victim and separate the altercation.
An off-duty officer who lived nearby responded after being contacted about the emergency and detained Downey until Troy Police officers arrived on scene.
Responding officers later observed visible injuries on both alleged victims, including blood, abrasions, swelling, and a laceration.
Downey was later transported to the Lincoln County Jail, where he remains held pending further court proceedings.
All defendants are presumed innocent until proven guilty in a court of law.
