TROY, Mo. — A Troy man is facing serious felony charges after authorities allege he sold methamphetamine during a controlled drug operation in close proximity to multiple protected locations — including Troy Middle School, a public library, a preschool, and a city park.
Investigators say the alleged transaction occurred within distances that significantly elevate the severity of the charges under Missouri law.

Charges:
Delivery of a Controlled Substance (Methamphetamine) – Class C Felony
Distribution of a Controlled Substance in a Protected Location – Class A Felony
Bond has been set at $100,000 cash-only, with GPS monitoring required prior to release. Hager remains in custody at the Lincoln County Jail. An initial appearance is scheduled for 1:35 p.m. on March 3, 2026, in Associate Division III of the Lincoln County Circuit Court.
According to investigators, detectives with the Troy Police Department conducted a controlled narcotics operation on February 27 at a residence in Troy.
Authorities say a confidential informant met with Hager under surveillance and purchased suspected methamphetamine during the operation. Officers report the substance was later seized, weighed, and tested, with results indicating approximately 1.34 grams of methamphetamine.
What elevates the case, investigators state, is the location.
Court filings indicate the alleged transaction took place within:
1,584 feet of the Powell Memorial Library
1,584 feet of the First Step Pre-School
1,584 feet of Weinand City Park
2,000 feet of Troy Middle School
Under Missouri statute, distributing a controlled substance within a designated protected area — such as near schools, parks, and libraries — can result in enhanced felony charges carrying significantly greater penalties.
Court records further note multiple prior drug-related convictions in Hager’s criminal history, as well as previous burglary and assault-related offenses.
Authorities requested a substantial bond citing the nature of the allegations and prior criminal history.
Hager was taken into custody and transported to the Lincoln County Jail without incident.
A charge is merely an accusation. All defendants are presumed innocent until proven guilty in a court of law.
